Nine

Nine Dystopian future where nine people in a country are granted near-unlimited funds at random, but it's legal to kill them and transfer ownership of the funds. No-one but those granted the funds know who they are for sure. If they leave the country, the funds and all assets are stripped from them and they are banned from re-entering. Although leaving is essentially a death sentence as most of the world is in ruins. Some of those who are given the funds try to live under the radar and hidden, others try to appear as normal as possible, others use the funds to live lavishly and hire expensive bodyguards/heavy protection. Paranoia, greed and fear amongst the populace is the key aim of the funds program. One of the fund-holders begins to plot against the government in secret, hoping to destroy it from within. This backfires and he is caught and executed by the government. This causes an open revolt, with the remaining funds-holders identities released after hackers break into the central govt. database. As a result, the program is suspended, but not before several of the current funds-holders are identified and killed.
